Try to reset your device. This won't delete your data stored on the phone.
Thanks for the suggestions, but no help. I've done it twice now, and get the same result: privacy on/off slider is on (green) but definitely "grayed out" like certain menu items sometimes are. Under it, every single selection is turned off, and same under system services.
Any other ideas? I'd really like to turn location services off, at least maintaining the delusion that I have any control over anything.

Can anyone help out, please? I see on the 'net that other people are having similar problems -- return power to the people -- let us turn stuff off,and don't allow any apps or system services override our choice.
Help ! My solution is that I turn off my iPhone all the time. While that's probably a heathy choice, it's also a pain and defeats the purpose.
No responses because no one else has this problem? Or because no one knows how to fix it?
