No. If it's activation locked, it's a brick. Apple will not intervene. There is a very real chance that it's stolen. Return it and get your money back. If you can't get a refund, turn it over to the police.
It wasn't locked when I got it. I followed some bad information and reset it, so I doubt the shop will take it back. Thanks!
It all depends then on what that bad information was. Without knowing, your device is of no use to you whatsoever.

I was told that if I reset it I would be able to use my own log in...so I did that and bricked it. Since it was a pawn, the shop has the guys info...hopefully he can contact him and get him to unlock it. 64gb that I traded an 8 year old car DVD player for, so I'm not out much...it just *****!
Yes, resetting would have brought the Activation Lock into play. You must have that users password to disassociate from their Apple ID before you can enter yours. They will also need to delete it from their iCloud Account if it has FindMyPhone enabled.

What you were told was wrong. If the original owner didn't turn off Find my iPhone before pawning it, then it was locked. Resetting it now requires the credentials of the account that was used to lock it.
