Safari leaves history after clearing iOS

I have noticed that after I cleared the history in iOS from the settings that when I go to storage usage it says Safari still has 108kb's of history left everytime. If I go back to the Safari tab in settings I am now able to clear the history again but still leaves 108kb's of history. But there is no history left if I open Safari. Is this normal?
