You should ask Microsoft as that's not an Apple product.
Probably because you downloaded the iPhone version of the app.

i am running iOS 8.3 on my iPad 2 & OneDrive opens fine full screen. It is a universal app so as far as I know there is one version for both the iPad & iPhone.
What iOS are you running on your iPad? You need to be running at least iOS 7 or higher.
OneDrive had an update May 6....did you update to see if that corrects the issue?

Try a reset: Simultaneously hold down the Home and On buttons until the device shuts down. Ignore the off slider if it appears. Once shut down is complete, if it doesn't restart on it own, turn the device back on using the On button. In some cases it also helps to double click the Home button and close all apps BEFORE doing the reset.
Try deleting the app again by opening Settings->General->Usage->under Storage->Manage Storage->OneDrive->Delete. Maybe there was a corrupt install due to some cache files not being deleted.
Then reset your iPad as per Kikgore-Trout's suggestion.
After the iPad has rebooted, try downloading the App again.

The same thing has started happening to me too. Not sure what has changed, but it used to be fine. Perhaps the latest app update has caused it. Will try the solutions suggested.

information on given works my iPad back to normal but you can also do per info connect iPad to PCs and re install that way which will get you any missed updates for app good luck
Unfortunately this has not worked for me. The app is still not running at full screen size. 😟
I may have found a solution that works for me. After several failed attempts to fix the problem I realised that it looked like the app was in portrait mode when the iPad was held in landscape orientation and vice-versa. When reinstalled the app always started in portrait mode, even if the iPad was in the landscape position.
I deleted the app, restarted, and reinstalled. I made sure I started the app and put in my username/password while the iPad was being held in the portrait orientation. Then once it had opened up to display my files, I was able to change the orientation of the iPad and it displayed properly again. Hopefully this time it will stay like it.
I would say there is a bug where the app gets portrait and landscape screen co-ordinates corrupted at some point and cannot correct itself. Hopefully there will be a proper fix released so I don't have to reinstall it again (but at least I know what to do next time - I'm not holding much hope on a fix from MS).

I have observed on my iPad Air 2, that problem with one drive app appears ONLY when I'm using 4 digit security code. Without access code it works properly.
there is no effect of not full screen.
IT is probably problem with the application and combination with password.
