I have tried to add a finger on my iphone 5s but have not been able to b do it, I am up to date with the updates, 8.3, I have tried to reset my phone on itunes. The section in ID touch where it says to add a finger print is greyed out, it seems like its not even activated

Do you have a passcode set on the phone? Is Touch ID turned on? Do you have other fingers set on the phone?
my phone has same problem, and when I try to add a fingerprint, it goes directly to "failed" and will not let me put one in.

yes I have a 5s and not the 5c, yes I have tried all the steps, I even contacted Apple support and they couldn't help me and they suggested that I contact the Genius bar but I would write to the Apple Support Community before I call the Apple Store.
In that case it is most likely a hardware failure of the Touch ID module, you will need to get it serviced. Make a Genius Bar appointment at your nearest Apple Store.
and the Genius Bar will turn on my ID touch module for me? I will give them a call and male an appointment.

Easiest way to make an appointment is to download the Apple Store app (if you don't already have it) and make the appointment via the app.
They will try to get it working but if it is a hardware failure they will replace the iPhone so back it up before you go. If you are in warranty and there is no accidental damage to your phone they will replace it under your warranty.
I am pretty sure that the warranty is over, I have had this phone for over a year now. If it is a hardware failure, and I think it might be, would I have to pay to have the ID touch working ?
Yes, $269 USD. They replace the entire phone not just the Touch ID.
