I recently bought a used iPhone 4 off of Craigslist, and upon taking it to my carrier and getting it activated, it wants a Lowes Companies Inc username/pw before it will let me use the phone in any way. Does anyone know if it is possible to remove, or bypass this login, using either a dummy login or pc software?
P.S. I use windows, not Mac.

Until/unless the prior owner removes it from their account, the iPhone is useless to you.
The "previous owner" is unknown to me. The guy i got it from was using a tracfone sim. I restored the phone using iTunes to remove the Restrictions code, because he told me he had just forgot the code. I've called lowe's and they said there's nothing they can do.
You may have purchased a stolen iPhone.
You can try to get a refund.
you're more than likely right. but I don't want a "refund" as I traded my beat up Samsung Galaxy S4 for this iPhone, with thew intent of using it for phone service.
You won't be able to use it as a phone or anything else as it sounds like it has an Activation Lock on it:
Since you do not know the previous owner, and only someone who knows the password to the iCloud account that the device is locked to can unlock it, there is not much more you can do. A refund is your best bet at this point.

it's not locked into a icloud account. it's asking for a Lowe's login, from their IT dept.
That iPhone is locked to Lowe's. Contact Lowe's for assistance. Or
get a refund from the seller.
This iPhone belongs to Lowe's and so it looks more and more like this was stolen. Since you can't get a refund you should probably turn this in to the police.
Better to chalk up the loss of your beat up Samsung than be in possession of stolen property......

Consider turning the iPhone into the police. Possession of stolen property is a crime.
Already called the police. They said that because Lowe's isn't saying it's stolen, it's a civil matter
So judging by the picture you posted it looks like it has a profile and is not locked with an activation lock.
You may be able to DFU restore it to remove the profile.

Okay, so I got it working via a previous backup of before i restored the phone. Now I just need to change the AppleID and restriction settings. any ideas?
