I recently bought a used iPhone 4 off of Craigslist, and upon taking it to my carrier and getting it activated, it wants a Lowes Companies Inc username/pw before it will let me use the phone in any way. Does anyone know if it is possible to remove, or bypass this login, using either a dummy login or pc software?
P.S. I use windows, not Mac.

Change the Apple ID where on the device? iTunes & App Store, iCloud, FaceTime, Messages, Mail?
You cannot use a previous backup that has a Restrictions Code on the account and disable Restrictions if you don't remember what the code is. You would have to reset the device to Factory Settings if you forget the Restrictions passcode: Settings>General>Reset>Erase All Content & Settings.

Then you will have put it into Recovery mode and erase it via iTunes (without restoring it to a backup):
