It means Do Not Disturb is enabled. Settings>Do Not Disturb
Where are you seeing this? If at the top between the time and the battery level, it means the phone is in Do Not Disturb mode (see Settings -> Do Not Disturb).
If something else, please post a screen shot.
The crescent moon symbol tells you that Do Not Disturb is turned on. This prevents calls and texts from awakening you or disturbing you when you don't want to be interrupted. You can turn Do Not Disturb on or off by using the Control Center. Swipe up from the bottom of your screen to reveal the Control Center and tap on the present moon icon. You can Schedule Do Not Disturb to be on automatically using the Settings app.

That is Do Not Disturb for a particular contact/message. Go into the Message, tap on Details, and you will see a switch for Do Not Disturb. Turn that OFF. 🙂
Have him look on his phone in the Message app. He should select the group and then "Details" in the upper right corner. Is "Do Not Disturb" set? That should be the only reason.
