iPad, version 8.3, model #DKVLF1K9DKPH
Has started running extremely slow, just booting it up if I don't move the slider with my password right away it goes black.
I have checked my usage and deleted all of the apps that are not used--it says my software is up to date. So I am confused.
Is anyone else experiencing this or is something wrong.

Try closing all of the apps in the multitasking display and then force restart your iPad and see if that makes any difference at all.
Press the Home button two times quickly. You'll see small previews of your recently used apps. Swipe left to find the app you want to close. Swipe up on the app's preview to close it. Close all apps this way.
To force restart the device, press and hold both the Sleep/Wake and Home buttons for at least 10 seconds, until you see the Apple logo.
It looks like it's much quicker now Demo, thank you...I'll keep you posted if it slows down again.
I believe the forced restart (thanks I wasn't sure how to do that) was the big helper--I always close all my apps when not in use.
