I have tried all the suggestions regarding making Photoshop Elements 13 the default when opening jpeg files but now it goes straight to Safari which is even worse than Preview. Help please.

If I understand correctly you want the default program for opening jpeg files to be Photoshop Elements 13. You should be able to do that quickly with these steps from the following article:
OS X Yosemite: Choose an app to open a file
Permanently change the app used to open a document
In the Finder, select the document, then choose File > Get Info.
You can also Control-click the document, then choose Get Info.
In the Info window, click the disclosure triangle next to “Open with.”
Click the pop-up menu, then choose the app.
To open all documents of this file type with this app, click Change All.

Hi back and that you for trying to help me. It did not work - it looks like it takes but then it defaults now to Safari which is worse than before. It appears I will just have to use the "open with" each time.
Try deleting the System preferences .plist and try changing it again
Which one would I delete? Obviously I am quite naive about all of this. When I go there it has a large list.
Try com.apple.Safari.plist and a ,plist associated with Elements
