1. Yes, you would need to purchase a separate license code per app per device.

2. You will want to use an MDM (mobile device management) product to deploy apps and configurations to your iOS devices. There are many of them out there (see this comparison list). Some are cloud based so you can manage centrally on Windows, Mac, etc.

3. You will use the Volume Purchase Plan to purchase multiple licenses of an app in bulk.

We have a varied collection of iPads (from 1st to current) in bulk. I'm being asked if there's an easy way to manage all the iPads and ipod touches.

Yes, get an MDM. You should enroll your devices in DEP. DEP establishes your college as the owner of the iDevice. DEP prevents the students from enabling the activation lock. You need to have bought your devices from a supplier that supports DEP.

We'd like to have just a single apple name for all pad/pods.

Your still going to have to have an appleid for each device. Check if this has changed in ios 9.

and also buy in bulk for 100-200 devices.

Look into VPP.

In a College setting, mass rollout:

Yes. Most MDM's are Web browser based.

3. What's the process to purchase apps in bulk?

VPP.

Some people use apple configurator to do a minimal configuration -- add mdm app, set wifi, etc. Then, switch to an mdm to do bulk of configuration and all management.
