SIM Not Valid but unlocked?

Hi there,

I'm from Germany and I bought an iPhone 5 from eBay US described as "unlocked". Everytime I want to put my german SIM Card in it, I get the message "SIM Not Valid" and "The SIM card that you currently have installed in this iPhone is from a carrier that is not supported under the activation policy that is currently assigned by the activation server. This is not a hardware issue with the iPhone. Please Insert another SIM card from a supported carrier or request that this iPhone be unlocked by your carrier."


Called Apple: Phone is locked to Verizon.

Called Verizon: Phone is not locked to our networks since we don't lock iPhones since the iPhone 5.


I have the Model Number A1429 (CDMA) and here in Germany we use GSM networks, so Verizon said that the phone won't work in Germany because there are other frequencies and that's the reason why I get the error message.

But people say that the phone can be used internationally and during the activation screen I can see the signal bar with 4 of 5 circles so I don't think It's because of the frequencies. Contacted an iPhone unlocking specialist and he said that the phone is already unlocked. So why can't I use my SIM Card? The SIM works perfectly in my iPhone 6 and I already tried another SIM Card (mine is from e-plus/o2 and the other one from T-Mobile Germany (Telekom)) but it will still not work.


What is going on? 😟


I was not sure if it's locked to Verizon or Sprint so I was in a chat with Sprint and got this:


Agent : Great news! The IMEI that you have provided is clear and it is not attached to another account. You will have to request for the phone can be unlock for you to be able to use the device on another carrier. As long as the phone is no longer connected to any current contract on Sprint and the account should be in good standing. Since we have verified that the IMEI of the device is clear it is best to contact our Technical Support Team at 1-888-211-4727 for the advance troubleshooting to Unlock your device for you to be able to use the device on another carrier.

Customer : So can you confirm that it is locked right now?


Agent : Yes. The IMEI is clear or released to an account but due to the device is still locked to Sprint Network you will need to contact our Technical Support to have the device unlock and activate it is on another network. No worries. You can contact our Technical Support to have the device unlock even if you don't have an account with us.


Please help me.

I did that about 6 times. They said they can't help me because their system shows it's still locked to Verizon and Apple is not able to unlock it, only the carrier is. But Verizon claims that it's unlocked (or respectively, has never been locked since it's a 4G phone and they don't lock them) so I got in a loop, Apple sent me to Verizon and Verizon to Apple..

And I still don't understand why Sprint sent me this. Apple said it's a Verizon device and the unlocking specialist that it's a Verizon device and already unlocked. (When I first wrote Sprint on facebook, they told me they can't find my IMEI in their systems lol)

And, since I was not able to use it, because I was stuck in the activation screen (couldn't use the phone) I ordered a hack SIM, which emulates a specific carrier with any SIM card (for example the iPhone is AT&T locked you can choose AT&T from carrier list and it will work with other carrier SIM cards). When I choose Verizon as a carrier, my phone restarts and I can't use it (same error as above) - but when I choose Sprint it will work, I can "activate" it and use it, download apps, create backups, etc. but shows No Service. (I don't think that these SIM cards work but at least I can use my phone Wi-Fi only with this method). But right after that, when i eject my hack SIM + carrier SIM and only put my carrier SIM into the phone, it prompt restarts and shows SIM Not Valid (same error as above).


I don't really get that 😟

Well all of them told me I have to call Verizon since Apple is not able to unlock iPhones. Their system shows that the phone is still locked to Verizon so they can't do anything for me and since the warranty has expired I don't think they will. The thing I don't understand is why does their system show it's locked when Verizon says all 4G phones (including the iPhone 5) will come unlocked?

Maybe the phone is unlocked but not unlocked for international use?

I seriously doubt a Senior Engineer told you that. When Verizon recently went through a mass change of unlocking phones there were errors made in the database at Apple (this was more applicable to the 4s) which caused locking issues. It was necessary to call Apple and be elevated to a Senior Engineer who had to make the change necessary. Took about 72 hours.

Okay seems like that it's not an error in the database. The senior advisor told me that it's not locked to Verizon, it's locked to Sprint. That makes sense, because the NAI says XXX@hcm.sprintpcs.c... and the hack sim only worked with Sprint as selected carrier. But why did Apple tell me about 6 times that it is still locked to Verizon? I hear it the first time that it's locked to Sprint, they've always said that it's locked to Verizon (even Apple Germany)!

Next thing I don't understand is the unlocking specialist sent me this:

"Dear Sebastian,
I've just checked your iPhone. It is a Verizon device and it is unlocked.
You also have active Repairs & Service Coverage until August 24, 2015. This means that you can contact any Apple service centre for further assistance. You can contact them directly with the phone - there is no need for original invoice or similar.Sorry for not being able to help more."

The following may or may not apply to you since your phone is not an iPhone 6/6s. However it may provide insight or steer you in a direction that can help:


You may have experienced something similar to an issue that is a problem for some U.S. SIM Free iPhone 6/6s owners wanting to use their phones internationally.


This problem is still going on and relatively unknown until people experience it. It appears to be an issue with iPhone 6/6s models that were offered as "Service Replacement" phones by Apple and assigned an "incorrect policy" from Apple's servers. (See below.) The error occurs when the Apple Server tries to validate the iPhone's IMEI number, there is a lack of synchronization between the databases of Verizon Wireless and Apple servers.


The phones will work with U.S. domestic carriers but not with international SIMs when the user receives a "SIM Not Valid" alert.


If the Apple customer support person you talk to is uninformed of this issue, what needs to be done is to escalate the case to a Level 2 Support Technician or a Senior Level Advisor who will agree to forward a request to the Apple's engineers who can fix it from their side. This is the only way to fix it by getting the "policy" corrected.


When properly identified, what Apple will tell you is that you have "a replacement device with an incorrect activation policy" (which takes 30 minutes to 24 hours for engineers to correct). Sometimes the iPhone needs to be restored after Apple makes the change to the policy for the phone, before it will work with an international sim.


Most people who have run into this issue get stuck in a loop where Apple tells them their phone is locked to AT&T or Verizon. (Yes, we all know Verizon can not legally lock phones.) AT&T or Verizon will accurately say the phone is not locked to their servers. The result is a frustrated phone owner. Unfortunately many find out only when they get overseas.


The SIM Free iPhone "appears" to be locked "internationally" when in reality it is an Apple server setting that essentially acts like an international lock. It can require quite a bit of patience to be nice and persistent with Apple Customer Service, and repeated calls/visits to find someone who is open to the idea, since it is an obscure problem relative to the number of total Apple customers, but a large problem for those in need of international phone use. "Service Replacement" iPhone 6/6s appear to be identified by model numbers starting with an "N".


Should someone plan to use the phone internationally, or want to get more value upon resale, it would be wise for anyone who has received a replacement SIM Free iPhone 6/6s to check their phone. This information is also good for future buyers of iPhone 6/6s who wish to use the phone internationally. There have already been cases where honest owners have sold their phone, not knowing it would not work overseas when the buyer has expectations of it working globally. Neither party is typically at fault, since the SIM Free 6/6s iPhones are promoted as unlocked to begin with.


When contacting Apple Support, it is strongly recommended to provide the AppleCare+ work order created during the "replacement" and the "order number". This will ensure that the "replacement phone" has the same "policy" as the original phone to ensure that all International SIM's will work. Receipts from your original phone prior to the replacement might help also.


The following information can be viewed with the aid of a reputable IMEI GSX (Global Service Exchange) checker for $1–2:


The policy for the phone to work domestically and internationally should read:
US Verizon LTE MM N61/N56/N51/N48/N42 = Fully Factory Unlocked for U.S. + Worldwide Use

As opposed to something like:

US GSM/VZW N61/N56 Service Policy = Unlocked Domestically / Locked Internationally
