For the last week the weather complication on all watch faces has been "--°" When I tap it, Weather comes up, but I just get the spinning wheel of dots. No weather.
Is the weather service down for everyone, or is something wrong with my watch?

If you are having issues with the Weather app on your Apple Watch, you may need to unpair your watch, restart it, and then set up and pair your Apple Watch again.

Is this also the case if the Sunrise/Sunset complication is not updating?
Don't unpair the watch, that's a major step. If restarting the phone doesnt work go to Location Services on the phone for Weather and set it to never and then back again.

You could try just turning Location Services off on the phone and then back on. Or specifically for the sunrise/sunset turn off location services for Apple Watch and turn it back on. Most of these things resolve for me by restarting the phone but sometimes going to the specific functions will work when that doesn't.
I actually called Apple Support this afternoon and they had me unpair/pair the watch again. Unfortunately, that didn't do the trick to fix the sunrise/sunset complication.
I also tried the couple of suggestions you mentioned papjo, but still no luck yet.
WWhat seems to have worked for me, is I went into the weather setting in the watch app, and chose a default city other than current location, then close the app reboot the watch, then go back and choose current location. All seems good for now.l
