I recently brought an Iphone 4s charger and for the past week it hasn't worked on my phone nor my farthers iPhone unless we turn on airplane mode and turn off the devices to let it charge how can I fix it?

As your phone falls farther and farther back in the iPhone family, no matter if you get the update or not....problems will arise. Buying a new battery will most likely solve your problem temporarily, but not indefinite. the money you will put into buying an all new battery, you can upgrade to at least a iPhone 5. Check your provider for details.
Is this an Apple brand charger?
Try to restore and update to latest iOS. It might be the battery as stated. Is your fathers also a 4S. Heck it might be a bad charger you never know.
