TCCD ramps up to 200% cpu usage

hi guys

i have a very serious problem with tccd process , (macbook pro late 2013)

it all started when found out my mac is kind of over heat like your hand cant tolerate the heat on fan area then i went to activity monitor and saw tccd was consuming both ram and cpu like crazy i mean dota ( kind of game ) uses like 30 40 % cpu and this tccd ramps up to 200% over time so first i tried to force quit it , then it got annoying and i had to foce quit it like couple of times every hour and i went to forums and searched and tested every way they said i can solve it and there is no solution to my problem

some links or solutions i used and it was useless for me :

Guide: How to solve Yosemite memory leaks and CPU usage

What the **** is TCCD?

even some dude wrote it was hazzel rules or something and i dont know really what are they and i dont have the software that can make hazzel rules on my computer ( cant remmber the name )

i can copy the sample i took from tccd in activity monitor :
