how to get photos from a locked Iphone 5c

I am locked out of my iPhone 5c and the photos are not on my icloud account. How can I get my photos off my phone and onto icloud or on to the computer without having to unlock my phone or reset my phone.

You can't

That would defeat the security on the iPhone.

If you are having a passcode issue

And

Your are backing up to the iCloud

Your in luck

The iCloud backup doesn't save the passcode.
