Playlists disappeared in IOS 8.4

I Updated my iPhone 5S to 8.4. When relaunching and setting up I went to where playlists now live to find all of my playlists gone! Here is what I have done;

Restarted App

Resynced

Restarted Phone

Restarted Itunes and resynced.

Restarted Computer and resynced

How do I get them back?

Tap the Music app then select Playlists top of the screen then tap: All Playlists > All Playlists > Show iTunes Purchases.

Hi, I have Windows Vista, and Itunes 12.1. Just this week, syncs started causing problems. I had read about iOS having issues due to my battery draining. I had downloaded some promotional albums which were not copying to my iPhone properly. They were saying that they were only authorized for my computer. Some were at first only playing on my computer, then syncing to my iPhone after a few tries. I then had iTunes transfer purchases, as one track from a promotional album was not syncing. Then all of the album copied. However, the next day, almost every music file and playlist disappeared (today). I do not have any iCloud option on my iPhone 5 in the music app. I am neither signed up for the music match thing, nor for iCloud at all in the separate iCloud thing (outside of Music). if I try to resync the playlist, it won't allow me in iTunes. I cannot upgrade iTunes further.

What might the solution be to get the music back in my case? One of the reasons that I had purchased this iPhone was because I can use it as an mp3 player.. Almost all of my music is not being transferable to my iPhone right now. If i didn't purchase it through iTunes, I am not authorized to use it? How can I get put it back in my phone?

You say: "4. Choose 'Merge".

Sounds like this might work, but I don't see that anywhere. Where do I find "Merge". I'm not being prompted.

In the tab in iTunes on my Mac where I used to be able to select Playlists and Albums etc to sync to my iPhone I now just have "iCloud Music Library is on". No Playlists or anything. I'm trying to get back the ability to select and deselect Playlists to sync. Thx.
