Icloud music library not activating

When I try to switch on Icloud Music Library it switches back off within a few seconds automatically.

I've tried all the methods so far: airplane mode, remove/add my account, reboot, closing Music app, disabling Wifi.

Country Romania.

I even contacted Apple Support, they had no idea about this..strange.

I see no error message, just the switch going back off by itself in a matter of seconds.

I understand how the streaming only part can affect a lot of users and can actually increase the cost of the service with the added cost of the bandwidth. I'm connected through WiFi most of the time, so my main issue remains the missing ability to create playlists of streamable media. I like the sound quality of iTunes, so I don't have a problem paying $5 for streaming, nor do I have an issue with all the music being "in the cloud".

It can't be something regarding the local law. I used the service this weekend, but it only worked when i had a bar of 3G internet signal. I have saved a few playlists on my ipad this way, but i don't want to spend an hour to download 12 songs. Sorry, Apple, but I doubt I will be using your services in the future. Good thing I'm still in the trial period and didn't pay anything

So there is still no fix for this?

With the latest update on iTunes, I still can't switch on the icloud music library option. When I try to do it, this thing appears:

I also get this when I try to add a song to My Music.

What gets on my nerves is that there is no error feedback such "this is not available in your country" or "unable to connect" or something like that. Just nothing happens, even after 3 iTunes updates, these guys have no idea what the heck they are doing. marul pulii.
