When I try to switch on Icloud Music Library it switches back off within a few seconds automatically.
I've tried all the methods so far: airplane mode, remove/add my account, reboot, closing Music app, disabling Wifi.
Country Romania.
I even contacted Apple Support, they had no idea about this..strange.
I see no error message, just the switch going back off by itself in a matter of seconds.

The conflicting answers from Apple support were only received in the first day after the launch - and is somehow understandable for a global product launch in 100+ markets, each with it's particularities. Later on it was clarified by all sources that there is no legal issue, it should work in RO, it's a technical issue and is being currently addressed. Initially the support staff was not informed of the situation so they have guess-timated an answer best to their abilities. Also expecting to get a reply from Cue at this point is like expecting a reply from Santa 🙂 . I am not defending Apple - as it's clear that they have screwed up with the RO launch, but I am pointing out that these screw-ups are to be expected and part of a normal process of service roll-out, especially on such massive scale. Be a little patient and all will be cleared out - especially that you are not a paying Apple Music user at this point.

A workaround found by Ianos Gadzsa
1.Go to Settings - Music
2.Enable Airplane Mode
3.Quickly deactivate Airplane mode from control center and quickly enable icloud music library then quick ativate airplane mode again
4. Now activate/deactivate airplane mode several times (+-10 times should be good)
IMPORTANT leave it on airplane mode.
5. Hard reset your device (home button + power button)
6. Deactivate airplane mode after reboot
Voila! iCloud Music Library should be enabled now!

I tried, no result, can you post a tutorial to youtube or something? Maybe we are doing something wrong, it is quite complicated what you've described there...
How would I be able to do that in iTunes on a PC, though? >.>
Kinda crappy having to resort to "methods" of tricking the system when the feature should work as advertised.

I have no idea, I tried some stuff but the desktop client for iTunes works a little different and I couldn't find any way to successfully activate it ( not even for 1-2 seconds - which was possible of doing on iOS devices ).This being said I suppose we will have to wait for a fix.
Does this solution works for both iPad and IPhone? I only succeed with my iPad.

It worked for me too! Only on my iPhone though... the iPad won't do it no matter how hard I try.
There are a couple of odd things which prove that it's not an overall (account) integration of iCloud Music Library.
For example, my Windows iTunes won't turn it on, and won't even download the songs I've made available offline on my iPhone. My iPad won't do it either. So, we can conclude that this a ONE DEVICE ONLY activation, it won't work in iCloud and transfer whatever song you save and push it to all the devices linked to your account.
i tried it on iPhone 6 and it doesn't work .
WOrked for me but without those 10 times airplanemode and with normal shutdown.
on short, in settings music, deactivate airplane from cc, activate icloud music, right away put again on airplane and then shutdown phone. Start it up again, deactivate airplane mode and icloud music should remain enabled. Do steps quickly.
Consider marking the solution for the thread so other people can see it, at least temporary until Apple fully fixes this.
Update:
Icloud music got deactivated again on it's own after 2 minutes. So, for me it's not yet a solution.
