cloud deleted photos help!

I lost my old iphone and bought a new one.

When I turned on the new phone none of my old photos were on my phone.

I wiped my phone again last night and did a full reinstall from scratch . But still no photos!

Is it possible they were deleted from the cloud?

I only took photos, I never transferred them to an album, etc. Is there a risk these photos are only stored for 30 days if I didn't reorganise them?

My contacts & apps have appeared on my new phone.

iPhone 5s, iOS 8.4

No idea what you mean by reorganize them, but I suspect it's irrelevant. If you didn't back up the old phone, and you were only using PhotoStream for cloud storage, they were deleted from the cloud after 30 days. That's how PhotoStream works. It is not permanent storage.
