I am facing problem in upgrading my OS from the Apple purchase store.

I am facing problem in upgrading my OS from the Apple purchase store.
MacBook Pro, Mac OS X (10.6.8)
What MacBook model do you have? What happens when you try to update your system?
The Model is Mac OS X version 10.6.8. And, while I tried to upgrade it through App store, I was asked to give details of my Apple ID, and since, I didn't used my apple ID for purchasing any product from app store, it asked me to fill up the review form; and while entering the necessary payment details and billing address, its getting hung up. I am getting the prompt, your payment method is declined and I am unable to go to the next page! And I am trying to upgrade it to the new OS yosemite.
Try updating your billing info. Maybe your card expired.
Change or remove your Apple ID payment information in the iTunes Store - Apple Support
