Why does Siri not work on my iPad?

So this morning I got an update on my iPad for iOS 8.4. Siri does work on the iPad as it is shown in evidence on a site. The evidence shows that you are able to access it in settings, general, Siri. However, it is not there. I have tried plugging my iPad in with a charger and it is not there... I have tried holding down my home button and it is not there. Please give me details on how to use Siri. Please do not tell me to look in the settings because it is not there...
