iPhone 5s charging on PC but not connecting to iTunes

I am running Windows 8.1 and I have the latest iTunes installed because I just uninstalled the prior version and started from scratch. I've been reading posts about this issue and I've exhausted all of them and I still have a problem.

1. I've attempted to plug in all of our Apple products to our home PC with no success. The item will Charge but will do nothing else.

2. By nothing else, I mean the "Trust or Don't Trust" box does NOT pop up on the device NOR can it be read in iTunes.

3. I've read several posts about the iTunes issue, but I've not found anything that discusses the "Trust" box not popping up nor the fact that I don't see the phone or pod or pad in My Computer.
