iPhone: VPN gets switch on. How to switch the VPN off?

After i press it off (in Settings) it gets in a couple seconds switched on again.

How do I switch the VPN permanently off?

I tried already closing all apps and restarting my iPhone.

iPhone 6, iOS 8.4

Hi

Have you got a vpn App if so delete

Add back if you need it.

Also first try a Reboot press & hold power button & menu button

Hold both down until

You see Apple Logo .
