iCloud Library is down on Mac

Earlier today i noticed that my playlist changes made on my mac were not updating on my phone. After further investigation it seems my library is down on mac. No music that is not already stored on my mac will play (it is greyed out). There is a cloud with a lighting bolt in the upper right hand corner of iTunes. I confirmed it wasn't isolated to my mac by trying to put my library on another mac (with a empty library) I own and it will not download any info from the cloud. My iPhone is unaffected. My guess is the problem is on apple side.

Anyone else have this issue on their Mac's?
