Voice Memos not part of iPhone Backup?

I was forced to do a Factory Reset of my phone because of a bad carrier update and in doing so, I did a complete backup up my phone onto iTunes, even though I also use iCloud for my day-to-day backups, though i have never tried to restore anything from it this way. Anyway, once I erased my phone and did the full restore, I noticed that while it appears that my phone seems like its old self, none of my voice memos were transferred! What the heck? For something so obvious, this has to make me wonder what other key information is not backup up or restored doing a full backup/restore!

I have seen many other threads about going through all sorts of efforts to restore these files so I guess i will see what I can find, but it blows my mind that something so simple and obvious would not get backed up!

In the iTunes settings for a device, under Music, there is an option to "Include Voice Memos" when syncing music. When the device is synced with iTunes, those memos are transferred to the computer and added to your music library. They're assigned a "Voice Memos" playlist. I don't know what would happen if you didn't have that option selected, or if you just backed up without syncing.
