Cannot download/update apps in the App Store. Stuck in waiting.

Can't download or uodate my apps through the App Store. Stuck in waiting mode then after a few minutes will, there'll be a notification saying the app cannot be downloaded. Also, when I updated the apps through my Macbook and synced my phone, the badge for app updates is still showing on the App Store app. Had to delete the apps and reinstall for the badge to disappear. Is the a fix to this?
