My iTunes will not sync photos from Photos.

After going through the painful upgrade from iPhoto to Photos, My iTunes 12.2.0 does not give me the option to sync photos to any of my iDevices: It does not display a drop-down menu next to "Sync Photos" with a source; it only allows you to "copy photos from: {select a folder}."

Aside from all the frustration, restarts, and lost time and data Photos has given me in the last 2 weeks, what can I do?? Now that I've *finally* succeeded in importing photos from my iPhone, iPad Mini, etc into Photos, am I screwed because I will never be able to get them back to the iDevice or is there another hidden set of keys I have to press somewhere to magically convince it to function something like what the help pages describe?

I have searched here, and in many places online. Since the dropdown menu does not exist on my copy of Photos, I cannot progress beyond that point, and I have no idea how to get the menu to magically appear or why it doesn't appear automatically. iTunes backs up and recognizes my devices fine, and appears to have no issues syncing with any other types of data. I can't imagine it's an iTunes issue. As I have more than 100 gb of photos, iCloud photo sharing stuff has never been enabled, and I have to skip the questions all the time. (Seriously, I'm going to rent space to store a constantly growing, already huge, photo library on the cloud? Which I can only access via cell carrier and it's bandwidth fees? This is a "feature"? How??)

2011 iMac, OS X 10.10.4 Yosemite, iPhone 5s, iPad Mini 2 - both updated, "Photos" contains more than 45000 of my photos over the 10 or more years, and is whatever recent version was downloaded automatically and screwed up my computer, my routines, and my devices, and which also has a name which makes it really hard to describe these problems to anyone.

Seriously. Never had to vent this much about anything from Apple. In 30 years. It literally has never once operated as screenshots and web descriptions imply.
