"CSS" as in cascading style sheets? This does not work on an iPad.
Search for "CSS" in the App Store if you wish. You will find some related items, but it's mostly documentation.

What do you mean by this? Of course, safari suppots css files that are part of the web page.
What do you want to do?
At one time, I figured you could create a bookmark with the css you wanted. You would have to run the bookmark for every page you wanted to change each time the page was loaded 😀.
There may be someother web browser around that would autoload the css changes.
