It's not how many apps you have installed but the storage size of each one.
They are not all the same. Each time an app is updated, that may increase the size of it's storage space.

I don't know exactly how it works but it isn't the JUST the APP. An app can be using more space than it shows under the "usage" list. If you have anything that imports a document or photo to view or edit it, you're losing storage each time you import it. I found that I needed to delete then reinstall apps that edit video or photos. Even my dropbox app. I don't know enough to explain WHY it does it but that works for me.
Also, I just deleted all the photos on my phone and it still shows I am using 373MB so someone suggested I do a fresh restore. I've never done it but may be something you want to look up also.
Not helpful. I have only 38 apps installed with the largest app being 117 mb. They did not take up that much space until within the last few days.
