Because I need to limit how many pictures and videos I keep on my iPhone to avoid filling up all it's memory, I copied videos I took on my iPhone onto my PC by just dragging and dropping them in file manager. Now I would like to one of those videos back onto the iPhone, but it won't let me do that same drag and drop in the other direction. How can I get the video back onto my iPhone??

I tried your suggestion, but for some reason syncing my video failed to move the video back onto my iPhone, but succeeded in deleting all the music I had put on my iPhone. I manage my music manually by dragging and dropping within iTunes for the simple reason that syncing music in iTunes is too restrictive. When I own an entire album but only want a few of the songs from that album on my iPhone, the sync feature in iTunes will not let me do that. It baffles me that trying to sync one video file deleted all my music, which was not set to sync.
I also don't understand why I can drag and drop a video file I recorded myself from my iPhone onto my PC's hard drive using Windows Explorer, but I cannot drag that same file back onto my iPhone also using Windows Explorer. Why is Apple so incredibly restrictive with this? There is no copyright issue involved. It's a video I took with my own iPhone, backed up onto my own PC's HDD, but now would like to have it on my iPhone again (I deleted it to free up disk space on the iPhone but need it back on the iPhone now), so there should be no rights restriction at all. Why can't I do that transfer from my PC's HDD to my iPhone? Using iTunes not only doesn't work for this, it delete's all my music from my iPhone. So, I need a way to do it in Windows Explorer.
Sorry but there is no way to do it in Windows Explorer. Apple has never supported allowing drag and drop to an iPhone.

I realize that, but my point is, there's no reason for them not to support it. It's not complex and doesn't violate any DRM issues.
The steps you provided are the ones I followed, and as I reported above, the video file was not successfully loaded back onto the iPhone. To be more specific, it went back on, but not in the Photos App's Camera Roll (where it was before I moved it off the iPhone and onto my PC). Instead, I could only view it using the Videos app, and since the video was taken in portrait mode it appeared turned by a quarter turn when viewed in the Videos app, which made the user experience of viewing it horrible. Plus, the ultimate object of this action was to share it with a family member via AirDrop, and that is not possible from the Video's app, only from the Photos App.
Plus, there was another huge problem. When I synced the movies, iTunes somehow interpreted that to mean I also wanted to sync my music (which I did not want to do because I manage music on my iPhone manually, song by song, which isn't possible with the restrictive sync function of iTunes), and it deleted all the music off my iPhone. In iTunes there are separate check boxes for choosing sync movies and sync music, but for some reason checking the sync movies box forces iTunes to sync the music too, with horrible consequences in this case.
I appreciate your taking the time to send a detailed reply. Unfortunately, I'm still looking for a solution for getting this video file back into the Photos app (Camera Roll) of my iPhone where it came from in the first place.
