Best settings to save data iphone 6
My daughter has the iphone 6 and I need to set it to use the least data possible when she is outside wifi. Please help!

I don't have a data plan at all so I just disable mobile data in the settings when I have wifi everything still works fine only mobile get disabled
Go to Settings>General>Background App Refresh and turn it off.
Go to Settings>Cellular and turn off cellular data for any apps you don't think should be using it.
Go to Settings>Notifications and turn off notifications for anything not absolutely necessary.
Note that your daughter will be able to access these settings. You may want to sit down and have a chat with her about what's acceptable.
My daughter says that data has to be on to receive calls and texts. Is this a fact?

No, that's not correct. Calls and SMS messages (green on the iPhone) do not require data. iMessages (blue) which are between iPhones and picture messages do require data.
You may also want to contact your carrier. Some of them offer services where you can monitor and control the data usage of phones on your account.

SMS messages do not require data. They use the cellular voice channel. I turn off cellular data when I travel to Canada but my plan allows me to send and receive SMS messages at no additional cost. They work fine with data turned off.

I just posted the opposite regarding SMS txt messages. Are you sure? My understanding is that I'm not charged for SMS messages but they DO require a data path.

I don't know about the control (never looked into it) but, with Verizon, it's REAL easy to monitor via web or iPhone app. I can look at total usage and, if I wish, I can look at separate stats for each phone on the plan.
SMS is send with the radio communication with the tower in the "white space" and does actually cost the ISP 0 in data or signal.
Text messages with mixed media, normally pictures but also audio and video. The iPhone also requires MMS for group messaging.
