Applications launch open behind current window with focus

This just started happening a few weeks ago. When I launch any application it now launches in the background, does not become the key (foreground) application, and its window opens behind the currently focused/frontmost window.

Newly launched applications should become key and open in front of all other windows.

Safari is frontmost and key (the menu bar starts with Safari, File, etc...)
1) single click iCal icon in dock or double click iCal.app displayed in a background finder window.
2) iCal icon bounces in the dock, and its window opens behind my frontmost safari window.
3) Safari remains the foreground application, the menu is still "Safari, File, etc...", not "iCal, File, etc..." as it should be.
4) clicking iCal again does bring iCal to the foreground.

I read a few posts relating this to low battery in a wireless mouse, very odd, but I swapped to a corded mouse to test this, relaunched the finder; the problem persists.

Another archived message suggested trashing finder prefs, which I did, then relaunched the finder (as suggested); the problem persists.

I almost never reboot, but it solved my problem when I did... I hope this works for others... I have a Logitech mouse as well but mine is wireless, and it just started to me again yesterday when my battery died. I'll post again if it does not solve my problem this time.

I've had the same problem for about a month now as
well. I'm using a G5 with a Logitech G5 wired mouse.
