Phone icon missing in toolbar of iTunes

I just downloaded the latest version of iTunes and realized that I do not have a way to sync. Then realized that I do not have the phone icon in the toolbar, which would allow me to do this. I also cannot figure out how to manage my music playlists. I want to add recently purchased music to a playlist but can't figure out how to do that. I can view purchased music or my playlists but not simultaneously where I could do a drag and drop.
