As has already been posted multiple times, that statement will appear on every phone sold in India or intended for sale in India. It says that the phone meets the Indian government's standards for safety.

OK, that's unrelated to the subject of this thread, so it's not surprising it was missed. You may have a hardware problem. First troubleshooting step is to reboot the phone - hold the HOME and SLEEP buttons at the same time until an Apple logo appears (about 10 seconds).

It's ok if it is missed... I have tried everything from resetting all the settings to doing the home and sleep button plus did the factory reset...even though after factory reset somewhat touch has gotten better but sometimes it's still unresponsive and it's lags..As it's not even a week old I have no other option but to go to the apple service centre..Never expected from this apple 😟

According to Electronics and Information Technology Goods (Requirement for Compulsory Registration) Order, 2012 India standards, most of daily usage electronic goods should go through BIS testing and get approve to provide Indian consumers with the right to enjoy world class goods.
On meeting requisite standards, BIS grants a unique registration number. Industry needs to mark the details on their products "Self Declaration-Conforming to IS..." followed by Registration No. XX..XX. The standard number shall be followed by its year of publication separated with a ':' colon. For example "Self Declaration-Conforming to IS 13252:2010" followed by Registration No. XX..XX

In November 2014, The Bureau of Indian Standards (BIS) added 13 additional product categories of that will require mandatory registration from May 2015, and 2 additional categories of products (batteries) that will require mandatory registration from August 2015. Hence, the iPhone in your hand is very much safe and genuine. All iPhones manufactured and sold after May 2015 will bear this instruction.
