Do the volume buttons work from the lock screen?

iPhone 6, iOS 8.4

My volume up/down buttons on the side of the phone do not work on the lock screen, I was wondering if this is a problem, or if it's just the way it is. I seem to recall being able to use them on the lock screen on my iPhone 5, or maybe it was iOS 7. Either way, it feels weird not being able to adjust the ringer volume from the lock screen, I have to unlock it, just to turn down my ringer. The buttons do, however, work for adjusting the music volume from the lock screen, when music is playing. Any confirmed insight would be of great help. Thank you.

The volume buttons are not supposed to work when the iPhone is locked. This makes perfect sense as otherwise the volume might unintentionally be changed while the iPhone is in a pocket.

You can change volume while the iPhone is locked by swiping up to access Control Center.
