DCan you create a Childs ID without a credit car

I do not have a cc. Can I get around needing one to create a Childs Apple ID

No - you can only create a child's Apple ID as an Organizer for Family Sharing and the Organizer must have a payment method on file. A Credit Card is not the only acceptable payment method you can have on your account, however:

Payment methods you can use in the iTunes Store, Mac App Store, App Store, and iBooks Store - Apple Support
