App Store issues with iPad

Help! I have a iPad With Retina Display (4th Gen) using iOS 8.4. Every time I try to access the app store, I get a message saying it is currently unavailable (see frame-grab). I have already rested it twice and restored it once from iTunes on my iMac. My wifi and network is OK — I can use Safari and other apps that need the Internet.


I am at a loss. Does anybody have any advice?
