Will my itunes 12 library remain intact when I upgrade to Windows 10?

It should, but this is Windows, so who knows. That's what backups are for.

See Backup your iTunes for Windows library with SyncToy. I recommend you backup iTunes and any other personal data before you upgrade. Then if something goes wrong you can perform a clean install and restore your data.
