Everything set as per installation book but despite region, four dot internet connection, etc. my new Apple TV will NOT set time and date

If you haven't tried yet, then turn OFF and ON your Router and then check again your Apple TV.
If you have an access to iPhone, you can try to reset settings on your Apple TV and setup again by using iOS device:

Alternatively, turn on Personal Hotspot on your iPhone, connect your Apple TV to it and try to complete the setup again:
