If its just WiFi only you don't need a SIMCARD
If its got Cellular on back of ipad near top it will be black all the way across .

HI, no it's not cellular. I tried to get Internet Access via Pc and iTunes, but I got no Internet Access on my iPad.

You don;t get internet via a PC. You need to connect the iPad to a wireless network around you to get internet.
Go into Settings->Wifi and Look for the name of your wireless network in the list of available networks.
this iPad is a pressentiell and I install Music etc.
in my home I have no WiFi , only internet via modem. But this iPad should also work over my pc. When I connect the iPad to the Pc (with internet), the iPad should get also internet Access or? Because of this I asked, if I Need a simcard to use it.
No. The iPad does not get internet access form the PC at all. If its a cellular iPad, then you could get a Sim card for it to get internet access via a cellular service provider.
If its Wifi only, then you absolutely need a Wifi network, or as suggested above a Mifi device.
A Wifi only iPad cannot use a sim card at all. Only the Cellular models have a slot for a sim card.

You said it's a 3G model then you said it's not cellular model and now you're saying it is. You're confusing us.
Is there cellular antenna across the top (back) of your iPad?
If it has a sim card slot, then it is a Cellular model, and it can take a sim card. 3G means its cellular.
Wifi-only models do not have this slot at all.
You would then need to get a cellular service plan, and a sim card to get internet access on that iPad. Or as was said before, get a Mifi device from your cellular service provider.
