i Have some sort of virus/spam on my laptop. Everytime I open safari the same page keeps popping up over and over again at least 8times and then a notice says that my computer has been infected to call a number. And the when I try to force quit safari it won't let me. No functions are available for safari when I open it.

SCAM! Do not call that number. They will try to extort money from you or get your personal information.
Use the OPTION + COMMAND + ESC keys and force quit Safari. Relaunch Safari holding the SHIFT key.
If necessary, turn off the MBP.
