ARe you using safari? what triggers this message and where are you seeing it?
It means that a particular website will not load on an iPad. It won't help to contact Apple.

I am using Safari on my iPad and it was off the apple support page
I would like to speak with someone at Apple about purchased apps that change their product and no longer support the original product purchased.
