I want to send an itunes gift to another country - My family live in another country to me and I want to send my brother an itunes gift.

All gifts, and gift cards, are country-specific - they can only be redeemed and used in their country of issue.
If iTunes gift cards are available in the country where your brother lives (they are no available in all) then you could try searching for a site that sells them - you won't be able to gift an item (app, music album etc) from the store to him.
