It looks like an app that you may have attempted to update and did not finish. Can you check your home screens and see if you see one matching it? You might also try a reset to clear it. Tried that, nothing changed. It's pretty weird, that icon doesn't appear anywhere on my homepage. I opened Safari & deleted all bookmarks & history & reset the phone again, no change.
I experience things like this from time to time. Unexplained bugs that don't necessarily stop my from using the phone. Maybe with the next update this will go away. Actually my reason for wondering about it was looking into my staggering rise in data usage. I'm pretty sure it's because other people on my plan are using Facebook & Twitter apps, and I just learned those apps' autoplay feature has multiplied a lot of peoples' usage. So this little icon is probably of no consequence.
No, all the icons on my homepage look like actual apps. And I never use safari unless I follow a link and that opens it... usually I use Chrome.
Try holding the sleep/wake and home button until the apple logo appears and see if that either disapears or regains an icon.
If you can't find what it's for disable it. If you're out and about and get a message that you need to allow cellular data then you know what app it is.
