how do I change default location on my watch face?

On your iPhone, in the Clock app > World Clock > you can Tap Edit to reorder locations up or down your list (ie you don't need to delete and re-add them). Choose your locations in your preferred order and then tap on Done.

Then, for displaying world times on your Apple Watch, use the World Clock app (via Home screen / apps):

• Open World Clock (World Clock icon) > turn the Digital Crown or swipe the screen to scroll the list > If there’s a city whose time you’d always like to see, you can add the world clock to your watch face and choose the city to display.
• Add a world clock to your watch face
  • You can add a world clock to several watch faces - some watch faces let you add more than one.
  • Firmly press the display, then tap Customize > Swipe left until you can select individual face features, tap the one you’d like to use for a world clock, then turn the Digital Crown to choose a city > When you’re finished, press the Digital Crown.
  • You can add a world clock to these faces: Chronograph, Color, Mickey Mouse, Modular, Simple, and Utility.

Coupled with the previous instructions, here's how to achieve exactly what you asked for on your Apple Watch face.

• With Minneapolis added to your World Time locations / time zones, on your iPhone:
  • Using the Apple Watch app > Go to My Watch > Clock > Scroll down and tap on City Abbreviations.
  • Tap on Minneapolis and change the abbreviation to FAR (or whatever else you prefer for "Fargo").
• When you add this location (Minneapolis) using your World Time watch face complication, it will now show instead as FAR.
