i am running os x 10.10.5 and i want to downgrade to 10.10.4 can i use the 10.10.4 combo update to clean install 10.10.4 ?
and if not is there a way to downgrade to 10.10.4 i have no time machine backup

There is no downgrade option. You can erase your drive and reinstall the OS using Internet Recovery. You will have to manually restore your data files from a backup you make before erasing the drive.
Or, you can explain the problems you are having and maybe they can be fixed.

actually since i updated my macbook pro the transfer speed of files has decreased from me external which is 3.0 1tb hdd before update the speed was so fast that it took only a second or two to copy a 4gb file but not its taking at leat 1 min even though my sad is nearly empty only 30 gb is occupied and same goes for my external i don't understand the reason because there are no other noticeable issues

No. If you partition the drive, Internet Recovery will install the latest version of the OS that shipped on the Mac.
Normal Recovery will reinstall the current OS.
You can then upgrade to whatever OS you have in your Purchases tab of App Store.
If it shipped with Yosemite on it, then you can only get 10.10.5. If you don't have a backup from before you updated, then there isn't a way to go back.
Sounds like it is not using USB3. Have you tried resetting SMC? Resetting the System Management Controller (SMC) on your Mac - Apple Support

This may not get it exactly as it was as it will install the current version of the OS that shipped with the Mac. For example, if it shipped with 10.9.0, then you will end up with 10.9.5 installed as that is the current version of Mavericks.
Back up your data first.
Boot into Internet Recovery using Cmd-Opt-R on restart. It will boot into Apple's servers. You will see a spinning globe instead of the Apple.
Choose Disk Utility.
Select your Hard Drive in the list.
Select the partition Tab. If you don't see a Partition tab, you have selected the Volume, not the actual hard drive.
Set the partition to 1-partition (not current even if it already only has one).
Set the format to Mac OS Extended (Journaled)
Give the new Volume a name.
Click Apply.
When it is done formatting, exit Disk Utility.
Choose Reinstall OS X.
Once done, restore the bundled Apps by going to the App Store, Purchases.
