If rebuilding the original Photo library doesn't work give this a try:
1- - delete the contents the following folder: User/Library/Containers/com.apple.Photos
2 - reboot, launch Photos and try again.
NOTE: For Mavericks and Yosemite, go to your Home folder and use the View ➙ Show View Options menu to bring the this window:
where you can check the Show Library Folder checkbox.
Problem description:
Photos for Mac app gets caught up in shut-down cycle. Have to force quit to actually close program.

99.999% it is not the app - to reinstall the app you reinstall the OS - it is part of the OS
But rather than doing unlikely things let try to actually solve the problem - what has changed since it worked? as a test (to verify the program) hold down the option key and launch Photos - create a new library and verify that it works,
Assuming it will work then hold down the option and command keys and double click on the original Photos library and rebuild the database
LN
Log into another user account and see if you can launch Photos, create a new library or open an existing library without freezing.
Also download and run Etrecheck. Copy and paste the results into your reply. Etrecheck is a diagnostic tool that was developed by one of the most respected users here (and recommended by Apple Support personnel) in the ASC to help identify the more obvious culprits that can adversely affect a Mac's performance.
Nothing obvious in the report. boot into the Recovery volume (boot with the Command + R keys held down), select Disk Utility and repair both the disk permissions and the disk. Reboot normally and try Photos again,
I Set up a new library with the same results. I am currently trying to rebuild the old Photos library. Will lit you know if that solves the issue.
using Yosemite but can not get that view option to come up that you have in your image
Same issues are presisting
OK, I will try that. I also did the other suggestions of logging in as another user, with the same results. Just gets caught in shut down.
