If rebuilding the original Photo library doesn't work give this a try:

1- - delete the contents the following folder: User/Library/Containers/com.apple.Photos

User uploaded file

2 - reboot, launch Photos and try again.

NOTE: For Mavericks and Yosemite, go to your Home folder and use the View ➙ Show View Options menu to bring the this window:

User uploaded file

where you can check the Show Library Folder checkbox.

99.999% it is not the app - to reinstall the app you reinstall the OS - it is part of the OS

But rather than doing unlikely things let try to actually solve the problem - what has changed since it worked? as a test (to verify the program) hold down the option key and launch Photos - create a new library and verify that it works,

Assuming it will work then hold down the option and command keys and double click on the original Photos library and rebuild the database

Log into another user account and see if you can launch Photos, create a new library or open an existing library without freezing.

Also download and run Etrecheck. Copy and paste the results into your reply. Etrecheck is a diagnostic tool that was developed by one of the most respected users here (and recommended by Apple Support personnel) in the ASC to help identify the more obvious culprits that can adversely affect a Mac's performance.
