You might have to be on the same version of iOS as them...other than that I really don't know sorry

Ok, let's start with you providing a little bit more detail.
When you say you 'can't use', what do you mean? You can't access shared apps/music/videos? You can't log in?
Once I have this information, we can start to diagnose this issue.

itunes is saying that that I have to pay for them again.
Some apps are not compatible with Family Sharing. It's the developer's choice as to whether they allow it on their app. If you go into the App Store on your iPad and find the app, then scroll down to 'Information'. It will show Family Sharing as Yes or No.
What's the name of the App you're trying to re-download? 🙂

If it's not in the 'purchased' list then it has either been manually hidden or downloaded with a different Apple ID.
Hidden Purchases Info here - Hide and unhide purchases in the iTunes Store - Apple Support
And if it was purchased on a different Apple ID, you'll have to join that Apple ID to your family sharing network.

I do not have any hidden apps and have only ever had one Apple ID.

Ok, well if you are positive you have purchased this app on one of the Apple IDs within your Family Sharing group, then go ahead and 'buy' it on the app store. Before you get to the checkout, you'll get a popup informing you that a family member has already purchased this app and you can download it for free.
If, for some reason you are charged, you can simply apply for a refund from iTunes Support.
