Ftp server not working after upgrading to 10.10.5 for Standard account

Recently, I upgraded my iMac to 10.10.5. However I found out that ftp server doesn't working under standard account. Previously I had a standard account where I can receive scanned documents from Canon iR-Adv C3330 printer through ftp. The documents would be stored in Desktop/Scanfolder. However, after I upgrade to 10.10.5, I cannot scan the documents and save it in my desktop folder. It has the user name and password errors. It works fine when I switch the account to Admin instead of standard. I'm wondering if any of you experience the same thing after upgrading to 10.10.5?

I'm seeing the exact same thing. A standard user cannot FTP, admin can. If I take a standard user and click "Allow user to administer this computer", it works great. As soon as I uncheck the box, no FTP. If I FTP from terminal on a standard user I get:

ftp xxx.xxx.xxx.xxx

Connected to xxx.xxx.xxx.xxx.

220 xxx.xxx.xxx.xxx FTP server (tnftpd 20100324+GSSAPI) ready.

Name (xxx.xxx.xxx.xxx:username): username

331 User username accepted, provide password.

Password:

530 User username denied by SACL.

ftp: Login failed
